What Is the Connection Between Lady Eve and Gambi on 'Black Lightning'?

Just when it looked like Black Lightning was answering most of the questions about Gambi, the episode "Three Sevens: The Book of Thunder" threw another curveball. It now seems clear that Gambi and Tobias Whale's relationship is antagonistic, at best, and they're not working together. The same, however, can't be said of Gambi and the power behind Tobias, Lady Eve. Gambi might be truly loyal to Jefferson and his family but there's some history between him and Lady Eve.
