Did the villains escape from Arkham Asylum?
That was revealed on Gotham Season 4 Episode 16 as the villains staged one final attempt at making an escape, and that meant putting Gordon and Bullock in danger.
Meanwhile, Bruce went off on a mission of his own to try and thwart the plan from the villains.
